Market Regulation impacts the way that insurance companies do business in Pennsylvania. In recent years, rising costs associated with Market Conduct and Financial Exams have caused strain between the Insurance Department and companies operating in Pennsylvania.
This interview style webinar is focused on opening the lines of communication between PAMIC and the Department. We will host Christopher Monahan, Deputy Insurance Commissioner for the Office of Market Regulation for a candid discussion on the interworking of the department and current regulations.
Joel Hopkins is going to act as our interviewer for this session, and his questions will mirror situations that he has encountered working with insurance companies as they navigate Market Conduct and Financial Examinations. Attendees are encouraged to bring questions to add to this discussion.
About the Presenters:
Christopher Monahan currently serves as the Deputy Insurance Commissioner for the Insurance Department’s Office of Market Regulation where he oversees the Bureaus of Consumer Services, Market Actions and Enforcement/Producer Licensing. He and his staff ensure consumers receive the protections they deserve under the laws and regulations of the Commonwealth, and the insurance industry is provided a level playing field to compete.
Mr. Monahan served as the Director of the Bureau of Market Actions from 2010 through March 2015. As Director, Mr. Monahan and his staff were instrumental in leading various multi-state, national examinations which resulted in millions of dollars in consumer restitution being paid. He holds a Bachelor of Social Science in Public Policy from the Pennsylvania State University.
Joel Hopkins' practice includes representing the insurance industry in regulatory, organizational, operational, coverage, claims, bad faith and insolvency issues. He regularly counsels business clients on insurance and risk transfer matters, including complicated coverage and program issues relating to mergers and acquisitions. He also advises clients on insurance product development, compliance and evaluation. Joel creates, reviews and improves claims, coverage and regulatory policies, procedures and manuals, and provides expert evaluations of coverage and claim disputes.
Joel serves as claims and coverage counsel to insurers, risk retention groups, group captives and self-insureds. His 10 years of insurance industry experience provides clients with practical claims handling and coverage advice with a focus on regulatory compliance and bad faith prevention. He serves as counsel to self-insured health plans and self-insured workers’ compensation groups.
